José Luis Cáceres
José Luis Cáceres is the Director of Programming and Project Delivery at the Stanislaus Council of Governments in Modesto, California. He brings over 20 years of experience as in transportation funding analysis and planning, helping transportation projects get funding, keep funding, and deliver on funding commitments. While at the San Joaquin Regional Rail Commission’s Grants and Programming Department, he helped manage 70 passenger rail projects and $2 billion capital program. While serving at the Sacramento Area Council of Governments (SACOG), he specialized in troubleshooting state and federal funding challenges. He managed a program of projects totaling over $5 billion. While at SACOG he helped accelerate the region’s projects by executing $80 million in interest-free loans.
Mr. Cáceres has B.A.s in Spanish Literature and International Relations from UC Davis and a M.S. in Transportation Management from San Jose State’s Mineta Transportation Institute. Mr. Cáceres has lived in the Sacramento Region since 2000 and currently resides in East Sacramento.
